ADDITIONAL NON STANDARD SCREEN CONFIGURATIONS TO TRY.
You should have already setup AA for Single, Dual, Triple or Quad screens as per first post STEP 1, 2 & 3 before trying these.
Note: AMD users can still use the multimon_config.sii files here, but won't get any AA applied.
Note 2 for AMD users: This is a required change for the additional screen comfig's files to work.
Place the multimon_config.sii file in the same folder where you have your global config.cfg file.
Edit the following line in that global config.cfg file, like the following:
uset r_multimon_mode "4" //Tells the game to use the multimon_config.sii file we just installed.

@clear F1

I can not see any directly odd things in your configuration, not in NPI nor in
config.cfg. When I drive exactly the same route in the same based combo,
I get a totally steady 30FPS, as configured, and a VERY smooth experience.
I recorded by Shadowplay and watching it locally afterwards it is also smooth
and in the lower left corner you can see the FPS counter. I am starting to suspect
that you might have some mod causing this problem, but I am definitely not sure.
Here is the video, but note that it is still not fully converted to VP9:

Currently, I have 4 profiles, and I will test it by removing it from the Mod that is commonly used in all profiles.

Dual Monitor AA setup with Advisor/large map on second screen (updated 16/05/2020).

You need to be using either Nvidia Surround or TH2GO.

The driving view is displayed on left monitor and the right monitor has only the menu and advisor/large map or the other way round is an option. See below pic to illustrate.

The supplied mods use the very least editing to create this. Further enhancements should be done by yourself or others.
You'll need to update the mod with each game update.
What's in the attached file:
Advisor on left monitor\multimon_config.sii file.
Advisor on right monitor\multimon_config.sii file.
ATS 1.37 Advisor on 2nd screen - option 1.scs (Map size - close zoom)

Eventually, each profile mod was only a map mod, but could not be improved.
I'm pretty tired today so I'll stop. Tomorrow we will test with DLC only.

It sounds tempting to at least test this latest idea of yours, but I have a Q for
you! Even if it is a dual monitor setup, the content of the extra screen with the
advisor isn't very complicated, so will there be a significant FPS drop using this
scheme?

@BenganJ - I didn't check fps but there's still just one rendered screen so shouldn't be an issue and the map is just the advisor like i have it normally with that bigger area over my view as per that pic i posted yesterday.
Also advisor has no AA applied to it.

How about a triple but just centre (like single) and map on left or right?
For best AA results always use latest files.
