Shadows don't get AA applied to them and so the best way to reduce flicker is to increase their texture size.
r_sun_shadow_texture_size "8192" or 16384 if your system can handle it!

Other texture flickers are caused by "z fighting" when 2 textures are placed exactly on top of each other and both are trying to be displayed. Some building windows for example. SCS Mappers need to fix them, but never do.

Distant twinkling lights are a product of the new lighting system.
Our AA only works at maximum of 4x, if 8x worked then I'm sure it would help, but all settings above 4x just apply 4x to the image.
You could incorporate DSR 1.78x or the new DSR thing nvidia added for compatible gpus. Use the DSR info in the first post.
As of game version 1.45, it still doesn't recognise resolutions above your monitors native one and so you'll still have to match your windows desktop resolution with the game DSR one.

I found the problem it was a filter from nvidia. Thank you anyway

The best fix for the blurry textures is setting the Texture filtering quality to HIGH Quality in NPI.

Thanks, @JHTrucker, for helping me before with mirrors AA, now I've another concern that I would share:

I need to know if I am crazy or somehow understand why the following may be happening:
My computer with Vsync=1 is able to process the game at an average of ~65 FPS with a minimum at night cities of ~50 FPS. Trying some VSync settings to have a Tear Free, I have set VSync to 1/3, this value on my monitor (144Hz) it is 48 FPS.
Considering that normally I never go below 50 FPS I should have no problems with flickering or stuttering, however, since I set the VSync to 1/3, in areas of high graphic loads where I used to go down to ~50FPS now I go down to ~35FPS something that I can't find an explanation for. Is VSync related?

When you drop below vsync point it'll drop to the next vsync level. Example 60(1)->30(2)->20(3)->15(4) or 144->72->48->36.

I think that at 144Hz that means the data sent from gpu to monitor is sent at 144Hz regardless of sync value used and so it might work out better to slow it down. My monitors are 60Hz from 2009 and so I can't prove this stuff!

Try this, rather than running your monitor at 144Hz & 1/3 vsync, set it to 100Hz (if you can) & 1/2 vsync for 50 fps
