Looking back at your setup, gsync/freesync with limiter 115 fps. So assuming you have tear free panning with that...
Why not just try a lower limit, 70/60/50, keeping your original settings that you have from RR in first post.
That will lessen the load on gpu but will it tear or pan horribly?

It's a mystery you guys do not have that stutter during panning at 30 fps.

@JHTrucker: I remembered suddenly I tested this NPI framerate limiting with 100 fps. And that immediately gave less satisfactory results. But now I got the idea by our earlier discussion today that it might be relevant to choose fps-values of certain value. Say half of 120 Hz. Or a quart. Or three-quart. Or in steps of 30 or 15 fps.
I now tried 60 fps and that is reasonable. 30 fps is still unacceptable, but better than with the config.cfg-settings-method. I also tried 100 fps again and got less good results. Then I tried 90 fps. Ok. And now the systeem runs at 75 fps. 15 less than 90. Pretty good and a lot less load on the 1070.
Does this all make sense? Is it important to choose mathematical correct values for the framerate-limiter?

I think something is interfering with vsync. As you stated 60hz with vsync 1 gave you 58fps instead of 60fps.
What you have discovered with those limiter values are probably related to how freesync works.
For me (non freesync), if i set a limiter with vsync "0" i get that limiter value as fps but the screen will tear when panning, no vsync.
Does your monitor have a setting on it for hz or disable freesync? Or all controlled via NPI/NCP?
If i was getting your results i'd do this, as a test only:
Export NPI ats profile for safe keeping.
Then default it and leave it as is.
Set config,cfg
uset r_mode_refresh "60" and uset r_vsync "1".
Check game panning, is it solid 60fps? If not, just import you ats profile back into NPI.
If ok then add step 1 NPI settings only and test again.
Add extra NPI settings if all seems ok.
If the above didn't fix it. Rename your config.cfg so the game generates a new one on next run. Just test without reseting it up first.
Forum member ClearF1 had a strange issue also using vsync "2" on his 1070, he bought a 2070 but it still didn't fix it for him. He fixed it in the end by replacing his monitor hdmi cable!

@JHTrucker: No, Hz frequency can not be set on the monitor. That's done in Windows and/or the game. I've set it to 120 Hz. FreeSync can be switched off. I'm using the DisplayPort.
These are the possibilities that are mentioned in the manual (Resolution - Horizontal Hz - Vertical Hz):
2560 x 1080 68.93 59.94
2560 x 1080 86.79 74.94
2560 x 1080 113.24 99.94
2560 x 1080 135.60 120
2560 x 1080 162.72 144
Weird values imho, but must be ok.

Hello, just a stupid question if you don't mind! I have set my Steam launch options as stated on the first post but I am still getting the intro screens, and I'm wondering how do I know if the other options are working if that one doesn't? I have reset them several times, both ETS2 and ATS, with (spaces) between each option. It worked the first time I did it in version 1.36 but not in version 1.37, am I missing something? Thanks is advance, all else is very nice indeed and I am one Happy Dude!

It does work in 1.37.
This is what I have configured: -64bit -nointro -unlimitedlog -mm_max_resource_size 98 -mm_max_tmp_buffers_size 1000 -mm_pool_size 14336.
I see no Intro after starting the game.

Note, the value of 14336 for the pool size is valid for those with 32GB memory!
Use a value of max. half memory size!

gsync/freesync = disabled.
Max rendered frames = default (3).
All NPI vsync / frame limiters = default / off
Also, Road Runner would have been the best person to get your freesync working, but i haven't seen him post for a month or two.
You said above that it stutters when panning but now also when turning with a lower frame limiter.
So Tobii sounds ok then, it's a game problem.
If you use prerender 1 with freesync, try prerender 3 to feed the gpu faster.
Failing that, it's now just the option i gave that you said you'll think about.
