Option 7 ADDED to first post.
(works with ATS/ETS2 1.37 - 22/05/2020)
Uses g_cam_window_block. You can't put your head through a closed window. No need to press & hold anything. Just open window(s) as required.

Tried now method 7 and it works but I didn't understand why when I put my head out of the window it is automatically go to the closest to the trailer and I can't control how far I want to
stick my head..

@alonzam99 - Good, you tried it, finally!!!
Now if you want to know why you can't control the outside view, then i'll explain...

g_cam only works with mouse and game controller to block the window.

Option 7 - TIR controls the internal view as normal. Perfect.
At the point of the drivers window TIR is disabled. Mouse/game controller takes over and g_cam is used to check for block or not.
Once head is out of the window you are controlling the game controller function with your head, your head is looking left so the view rotates left.
You can't look right without going back into the cab/drivers window area, because you are still looking left with your real head.

For me, i only stick my head out of the window to view the rear of the trailer when reversing (if required) so that's exactly the view i get. Keep using it and you'll forget about this minor, unimportant (i think), issue.

TIR tells the game exactly where you are looking.
Mouse/game controller only moves the view in the required direction with no knowledge of where you are actually looking.

If it's good enough for SCS to say it, then it's good enough for me.

@alonzam99 - No. Re read what i said. When your head is out of the window, you are always looking left with your real head.
If i think of something else then there'll be an update but honestly, i've got to the best it can be without scs allowing it to work in the first place.

@JHTrucker Thank you very much. Version 7 works nearly perfect for me. The only thing i would know how to change is how far my head looks outside the window when it is closed. For me it seems that the point of view by the closed window is a bit to far outside, because the sound is changing to loud and noisie. Stands not at the soundscene like in the cab.

@Schwingeplay - Thanks for testing and welcome to my "TIR blocked" world.
Did you try other options previously? Just wondering.

Regarding the head too far out issue. I don't specify when to block, g_cam does that, so scs has blocked too late and hence you seem to be through the glass a bit. My none g_cam options (1 to 5) do clamp the view at a better point than scs and so don't have this issue, if i remember correctly. But option 7 is still best.
To check what i mean, turn off TIR and start game, then use your mouse to turn your view and you'll hear the same outside noise at the window block point.
You'll also notice how the engine goes quiet as if it's turned off just because you are looking left inside the cab. This one has been talked about on scs forums (fmod thread) i think. I might have an idea for a mod to go with this option 7 to solve these fmod issues. So keep an eye on this thread in case i manage it.
Hopefully scs will fix fmod issues soon.

EDIT: Modding camera files to limit movement towards the window (bring block closer) didn't change anything. External sound at block point whilst head is still inside cab.

First post updated to fix minor error.

With option 7, if you start the game without head tracking turned on, you have no mouse control in the driving view. Fixed.

This is the new replacement line 243.
config_lines[243]: "mix headtron `(trackiryaw / 2.5) + 0.30 + sign(trackiron)`"

Head tracking on - start game - your head controls the view.
Head tracking off - start game - mouse controls the view.
