All mods were re-installed and tested at 1080p with Vsync = 2. There was no stuttering in the same area.
If you change the desktop and game to 1440p with a DSR coefficient of 1.78, the area will be 20 fps in the same way.

I do not get that problem and I have the following mods in my profile and desktop
and game resolution, as you can see in picture. Video where I drive passed that point
and when driving and watching afterwards gives a smooth steady 30FPS!

So, if you get that behavior when running an empty profile with only SCS data
you have a setting wrong somewhere, but I could not find that when I looked
into the settings yesterday.

EDIT: Are you using correct multimon_config.sii file?
FOLKS, does anyone else get the problem?

EDIT2: After having watched today's whole video it looks as if SCS actually has a badly
optimized area there, as most of the other route went pretty smooth. My friend, a little
question. Do you use VBR or CBR or what when recording your videos?

I tried the load order with the new profile, but the stuttering only when using the DSR. There is no problem at 1080p.
The other day, I ran Utopia at 1080p on a defective route, but there was no problem. (We are currently changing the scale for tomorrow's Video)
multimon_config.sii has not changed since V3. If it is not introduced, does AA fail at 1080p?
CBR when recording with Bandicam.
Is there a rate control setting for shadow play?

EDIT:
The resolution setting of NCP is of course the same as you.
The only difference is Japanese and Swedish.

EDIT2:
Stuttering has also appeared in the new EAA (stand alone) city.
The southernmost city with snow. The city name has been forgotten.

Then I suspect that when you tell the game to render the bigger pixelmap, 2560x1440@60Hz
you pass a limit there together with possible badly optimized SCS RttBS in some areas, same
when using EAA. The bigger resolution will lower FPS generated and at some points you pass
that limit! But I am definitely NOT sure, so if anyone else has an idea, please chime in.

Video uses scale-up for the time being.

@clear F1 - Just to be clear about single monitor AA.

The answer is simple, the multimon_config.sii for single monitor has nothing to do with AA.
It exists only to prevent graphics flipping between driving/menu screen.
Single monitor without multimon_config.sii = 100% = AA. But graphics will flip.

Only multi monitor setups required the multimon_config.sii file to force AA on.
Multi monitors <>100% = no AA
Multi monitors that use my multi.AA multimon_config.sii files = 100% = AA

Perhaps the difference is GTX1070 v's GTX1660ti at 1440p.
Lower DSR value and test or don't use DSR and stick to 1080p.

For the actual example that clear F1 pointed to in RttBS I could just about
note a VERY short drop in FPS from the limited 30 to 29, but that was all.
That's why I suggested that clear F1 might reach a bigger drop in FPS and
we all know that when FPS drops below V-Sync rate stuttering can be the
result. So far I have had very little, if any, problem with FPS drops with my
card and I love being able to use DSR to get to a 1440p60 recorded video
directly, ready to be uploaded to YT, and also withh a bit added AA. :D

NPI - Vertical sync tear control - Adaptive
In game vsync=2

Game controls vsync whist nvidia driver controls when to switch it off and tear instead of stutter.

That's how I have had it ever since I introduced the "poor mans adaptive sync", but
then someone said it was the cause of some problem, can't remember what now.
For me it has NOT done any harm, so it might be worth to test.
