Okay, so what you have is a Freesync monitor which is G-Sync compatible.
But you say that even if you deactivate Freesync in the monitor menu AND
have G-Sync in NCP DISABLED (OFF) you don't get a constant FPS=48 with
the config.cfg and NPI settings I gave you before? And for heavens sake
create a test profile with nothing activated and drive around on Vanilla
map. Do NOT test in a combo map with a lot of map and non-map mods.

Well, then I can only say this. The problem is NOT this scheme in this topic
and it is probably NOT a problem with your combo map profile either. So,
just as I said earlier, it beats me, but if you at any time find out what the
culprit is, REPORT HERE PLEASE!

Forum member ClearF1 had a similar issue with fps drop to 20 so he changed his 1070 to 2070 and still the same.... finally he changed his monitor cable and it was fixed. If you have another cable to test, try it.

That's correct! He struggled heavily, just like you, until he found out that
it was the cable. I'm the senile one, hence I didn't remember until told
about it again!

I couldn't remember because I'm using the display port now, but I did have a GTX1070 that was below 30fps or only 20fps for quite a while. I have good memories of staying awake at night and taking lots of naps to remedy this.
