freesync made the game look strange with pink flickering and add many problems so I prefer to avoid to use freesync I don't find the solution to fix this problem with freesync.
and for Kyiv, I don't get fps drops under 30 fps.

Okay mate! That was what I suspected would happen with Freesync, so skip that, have it disabled.
First, set the monitor refresh rate on desktop to 144Hz if you haven't got that already. Then do this
instead:

In NPI:
--- Frame Rate Limiter ---------------------------------- 'Off' 
--- Frame Rate Limiter Mode --------------------------- 'Default'
--- Frame Rate Limiter V3 ------------------------------- 'Off' 
--- Vertical Sync ----------------------------- 'Use the 3D application setting'
--- Vertical Sync Tear Control ----------------------- ' Adaptive'

In game:
Refresh rate : Default refresh
Vertical synchronization: DON'T TOUCH THIS from within the game!

In config.cfg:
uset r_vsync "3" (to start with)
If the FPS does not keep at 48 in at least 90% of time you should set it to "4" instead.
Then start the game, drive around and keep a watch on FPS again! Report back here!

the fps is not steady if I do that's and the game has lag spikes.

What are we talking about when it comes to FPS? What is NOT steady?

The "Poor mans" AA setup guide for single monitors. (Updated file 27-04-2020 - V8 typo)
This is aimed at people wanting to use this AA solution but are having trouble even getting 30 fps.

MSAA will pretty much halve your fps at 2xMSAA+2xSGSSAA and then halve what was left after 2x when set to 4xMSAA+4xSGSSAA.
So this AA solution is very demanding and won't work well for everyone.

How to increase fps:
If required reset NPI game profile and start again at STEP 1.
Do STEP 1 settings but use 2xMSAA+2xSGSSAA instead of 4x.

If required rename config.cfg - start game - exit game at profile screen.
Add STEP 3 settings to the newly created config.cfg.
Don't use any settings beyond STEP 3.

You need to turn off or turn down settings in game.
These in particular:
SMAA - disable
HDR - untick
DOF - untick
Mirror distance - low

In config.cfg:
uset r_mode_refresh "60" <-- set to 60 only if your monitor has higher hz value.
uset r_vsync "2" <-- 30 fps on 60hz monitor (no screen tearing).

In NPI set:
Vertical Sync to 'Use the 3D application setting'
Vertical Sync Tear Control to 'Adaptive'.

That should give locked 30 fps (if in game settings allow it to) and will drop as required. If fps drop below 30 the screen will tear to compensate while keeping as many fps as possible. Reduce in game settings further to maintain 30 fps if possible.
If you don't care about screen tearing, just set:
NPI frame limiter to 30
Vertical Sync to 'force off'
uset r_vsync "0" <-- Disabled in game.

Always keep SCALING at 100% or you'll lose AA.

Try a lower resolution or you can also try the "Single.AA SMALLER" file attached.

Single.AAV4.Smaller - Will give a smaller view on screen whilst still having AA applied.
UPDATED to 13 options to try. They'll give a few more fps each by reducing screen image size.

Smaller view 1 - Has image 90% height and 80% width (black bars all round)
Smaller view 2 - Has image 80% height and 80% width (black bars all round)
Smaller view 3 - Has image full height and 70% width (black bar left and right)
Smaller view 4 - Has image full height and 65% width (black bar left and right)
Smaller view 5 - Has image full height and 60% width (black bar left and right)
Smaller view 6 - Has image 95% height and 70% width (black bars all round)
Smaller view 7 - Has image 95% height and 65% width (black bars all round)
Smaller view 8 - Has image 70% height and 100% width (black bars top and bottom)
New - 24-04-2020:
Smaller view 9 - Has image 80% height and 75% width (black bars all round)
Smaller view 10- Has image 75% height and 75% width (black bars all round)
Smaller view 11- Has image 75% height and 70% width (black bars all round)
Smaller view 12- Has image 70% height and 70% width (black bars all round)
Smaller view 13- Has image 70% height and 70% width (black bars top/bottom/right) + advsor map mod in right space.

Number of pixels per image
V0 =2073600 <--1920x1080 full size image
V1 =1492992
V2 =1327104
V3 =1451520
V4 =1347840
V5 =1244160
V6 =1378944
V7 =1280448
V8 =1451520
V9 =1244160
V10=1166400

V13 is the same size as V12 but is located at the left of the screen to make a black area on the right to use for the advisor map mod.
The overlay (advisor) doesn't have AA applied to it so shouldn't drop fps.
The below pic is just to illustrate V13 with advisor map mod.
The supplied mods use the very least editing to create this. Further enhancements should be done by yourself or others.
You'll need to update the mod with each game update, probably, but i think the file used is unlikely to change that often, based on the content within it.
