Yes, NPI settings are OK. Now, you should be aware of a couple of things when it comes to flickering.
This AA scheme will NOT remove all flickering, only those related to aliasing. You will still see flickering
when two textures have been placed at the very same level by a mapper. Also you will get something
similar with glass windows in buildings due to bad reflection handling by the game. In both cases the
game engine will not know in every moment which of the two texture states should be displayed, hence
they will be alternated and you will see it as flickering. If you have the possibility to create a video of
what you see as flickering, please post a link to such a video here and I'll have a look at it!
EDIT: The foliage problem can at least be partly solved by changing the LOD values for trees and grass
in the top most game_data.sii file, but that can be a tricky task if you don't know what you're doing.
Also g_grass_density higher value than "2" in config.cfg can give quite some FPS drop.

ATS - Driver controlled LOD bias - ON <-------- Fix that!
ETS2 - Driver controlled LOD bias - OFF
Top tip for everyone:
Never try to spot what's wrong with the settings...
Just reset NPI game profile and add the settings again.
