and for stutter they can happen in one particular area?

Yes, many FPS drops are related to traffic. AI traffic is the main FPS killer. I know from experience. I can do a mod with REAL traffic density but i cant because you cannot play the game with that. Same with AI lights (if you use mods, not SCS jokes).

Same PC in same area can have very different experience based on what kind of traffic density you encounter.

I updated the road connection with poland rebuilding to v4, because my version was wrong, that's maybe the reason my game was lagging.
Because in the Baltic dlc or other part of the map I have any issue.

Thats not the reason, it's just a fix for that broken texture. You shoud find the thin line between your PC and a good FPS game. Forget your specs, this game is bad in any PC. Me for example i decided to play the game in 1920x1080 despite the fact my monitor has a bigger native resolution.
It's a compromise. I dont use 8X for AA in NPI, i downgraded to 4X. And i play new games with no problem, but this one its a mess, and sience DX11 they have started to kill the game engine, obviously not maded for that.

Bad decisions in this company day by day, having patches on a crippled game engine when the obvious solution is to change it with newer one, not necessary latest generation (costs).
I mean, is the only driving simulation game who has the traffic worst than GTA who is a game with other target players.

If you want to avoid lag/stutters due to mass logging of warnings... just add "-nolog" to your startup instead of "-unlimitedlog" (why do this anyway for normal playing?). No more logs to read. If you still get the same lag/stutters then logging isn't the problem... remove "-nolog".
