Yes, Poltava, Dnipro and some, closing the area to Kryvyi Rih. This area is more roads and less cities, that is what Ukraine has there. Later on, when the Ukraine will be finished it will receive some add-ons and rebuilds.

Not yet, maybe for 2.4 or 2.5. He has Gucovo add-on (i think is his add-on, his hometown) and he promised he will make the eastern connections with SR. Long way until then.
