I think you have to control your Road connections.

Please, if we should be able to help you, you have to, at least give us your game.log.txt file. From
what I can see in the picture you've got some severe problems, probably caused by a wrong load
order. Have you checked out the info about that at the following link?

Loose the ferry connection between Southern Region and Promods, this is Roextended Constanta, not Promods one.

As Arayas said, you have an extra Promods to SR ferry mod in there. Take it away and check again!
