[1.52] Russian Maps Road Connection + FIX v0.6

Adaptation to patch 1.52 and ROS 13.3 in post one.

Changes:
- Connections to SibirMap removed - connectors provided by hi sora
- I restored the roads in the city of Kirov
- Added my Medvezhyegorsk-Onega road link (which replaces the road connection by hi sora)
- Minor bug fixes in several parts of the map.
- I added a short section of a hidden road in the town of Inta.

I checked on RusMap itself and there is no CTD in the town of Penza. Something else must be causing the crash to the desktop.

- Road and minor corrections added in the city of Lyubim
- Fixed the falling rain in the tunnel in Moscow
- Corrected distance posts on the M7 road
