on rusmap there is already road on Kovel direction...

The one making that road connection must do:
1.Roex-Promods RC
2.Roex-Promods-Rusmap RC
3.Roex-Promods-Poland Rebuilding RC
4.Roex-Promods-Poland Rebuilding-Rusmap RC
5.Roex-vanilla RC
6.Roex-RusMap-vanilla RC

its possible true.. if connection is made till same city.. but there is road already.. so.. ofc i cans tell what sectors there are for that road, but arayas can...

If the road segment is in the same sector as Brest, no. I didnt look into it by now, i'm still having stuff to build first.
