Considering BenganJ uses a much faster gpu and still has to run at 30 fps with 4xAA @ 1920x1080 (DSR increase was added later), I just think that your mobile gpu @ 1920x1080 isn't strong enough to brute force the game image with 4xAA.
From my experience with your ferry example. For years of forcing NPI DX9/11 AA I always feel the fps turn sluggish (drop below my normal smooth 30fps) when entering a ferry in ETS2. But ATS Washington has a ferry and there's no problem there. Ferries are therefore not setup correctly in ETS2, the game is rendering far more than it should for an enclosed space.
The ferries problem, you say, goes away if you change to 400% to disable AA. 4xAA is therefore too demanding for you.
You should at the very least create a new profile with no mods and drive around with 4xAA to see if it's the same or perhaps it's a mod causing this for you. I don't use mods so no help will be given.

And go back to setting a proper Frame Rate Limiter. I see in your config.cfg that you have Refresh rate set to 75 and no V-sync.
At least try set Refresh rate to Default and Vertical sync to Economy (Laptop), which is equal to setting r_vsync to "2" in config.cfg.

I don't think my GPU struggles to keep at 30, as it probably varies between 30 and 45 behind the scenes, but with a 60Hz monitor
30 is what I can use with half refresh rate set.

@BenganJ - I didn't say your gpu struggles to keep 30... you, like me, choose to lock at 30 to give the gpu enough headroom for more demanding map areas instead of having higher fps with constant drops/stutters.
The point was, you know what your have and what to expect, so applying that to a gpu that is much slower than yours won't give the same results. Sometimes expectations need lowering as well as game settings.
@iberks - As the problem relates to night time and the "new 1.40 lighting system" then your gpu already has an increased load due to that. Force AA (totally gpu work) on to this and the gpu has a much harder time.

I deactıvated g_bloom however no chance. Probably you are right @JHTrucker, apparently problem is my GPU as it doesn't carry the new lighting heavy load on 4x or higher AA solutions. Thats really bad honestly that even though I can get 50+ FPS during the day+night times if I'm not in ferries or toll stations.
Besides that, I created a support ticket regarding AA issues and have been informed that SCS is working on implementing a new AA system to the engine currently. Hope they can bring in new working AA solution promptly and we can get rid of using external solutions or I shall change my laptop because of this game honestly.
Another issue that makes me really sad that is when comparing ETS graphics with for ex Forza Horizon, ETS even cannot come closer to Forza's graphics however while I'm getting 70-80 FPS from Forza on high settings, I'm discussing with you guys how to get stabilized 50 FPS on ETS 2 :)

Mind you mate, the ETS2/ATS game engine is OLD and they only use ONE CORE, no matter how many you've got!
As I said earlier, limit the frame rate at half monitor refresh rate and you'll get quite a good result MOST of the
time!

Can you also help me regarding your suggestion mate as I use a Free Sync external monitor which has got 50,55,60,75 HZ internal options to lock the FPS. I set the refresh rate as 75 on in game menu and use the energy efficiency mode (equals to vsync 2 = 38 FPS as you mentioned earlier) however I feel like game is not smooth as yours and feels like game constantly stutters a bit therefore I lock fps to 50 which is also the monitor's internal option and feels game is super smooth. How could you manage to get really smooth visual even on 30 fps?

Forget the Freesync when using a Nvidia card, you have no use for that. Just do what I suggested.
Set r_vsync to "2" in config.cfg OR Economy (Laptop) in-game, but also set Refresh rate in-game to

@BenganJ Freesync works perfectly well with Nvidia cards, just have to enable the G-Sync compatibility in NCP and set the V-Sync to Adaptive, works beautifully for me. If adaptive v-sync does not appear in NCP, use Nvidia profile inspector to set it. Also you don't need to lock max frames with adaptive v-sync.
