Working on a kirov sibir fix it might take a while as i've got a new computer so i have to re set up everything :| But I'll get it done in the next couple days :)

This information is for those who do not know how to do it.
In order for the missing cities to appear on the map of Kirov + on the map of Siberia, you need the following: 1. Find the sibirmap2.1.1.mapdef.scs file. Open with an archiver.
2. Open the "def" folder, open the city.dlc_sum.sii file with notepad and delete the line - @ include "/def/city/kirov.dlc_sum.sii".
3. Save the changes in the file and confirm the update in win.rar
4. Delete kirov.dlc_sum.sii in the "city" folder.
All cities will be visible. I chose the map of Siberia, since the city of Kirov is "duplicated" and Siberia is registered in the map, but it is not in the game, but I hope it is clear with the map of Kirov.

since you can't physically force a mod to remove another mods files then i'm going to use a workaround for the fix but thats very useful info thanks @vikscm3 I'll credit you in mod description
