Bingo! I now have full route info out from Kirow to my present delivery point in Gothenburg, Sweden.
No broken roads in St.Petersburg either. Nice work buddy and here's the proof.

@BenganJ the official load order for Kirov is 'Map' below 'Models' which is unexpected, because all other map mods have 'Map' above 'Models'. Maybe it's just this, but I haven't checked it yet.

Well, why doesn't it work for me then? I switched order of the 2 Kirov mods, no change!

EDIT: It was fixed by having the Kirov map ABOVE SibirMap too.
