No, a monitor with 60 Hz. So it's the monitor and not the graphics card?

Come again, what do you mean. If you have a monitor with 60 Hz refresh rate, Economy VSync in game
or r_vsync "2" in config.cfg are equal settings giving a constant FPS of 30.

Sorry forgot part of the first question. I only get a constant FPS without stuttering when I set r_vsync "2".
Is it because of my graphics card or my monitor?
If it's the monitor, can i simply follow the steps you mentioned in the first post with the addition, v_sync 2?

No, stick with the settings you have now if they work for you. The VSync setting is for the card to know
which constant frame rate it should feed the monitor with.

I read the recent comments and changed mine to 1/3 refresh rate (144Hz,48fps).
G-Synk On, r_vsync "0", t_averaging_window_length "96".

The truth is that this option was not set! And it seems to work also perfect, I have a constant 48Fps and everything looks great, it's really nice to play like that!

I use various mods as well like, JHTrucker's outdoor cameras, ProjectNg photorealistic ... Eurasian wombat combomap, jazzycat traffic stuff, real companies and a lot etc and I change the game completely !! it is a wonder!!
