Okay, that's not a proper syncing approach! Test this, keep the uset t_averaging_window_length "120",
set in-game Refresh rate to Default and r_vsync in config.cfg to "2". That should give you a constant,
stable FPS of 30 with a smooth experience, maybe except for the worst FPS drops. After test, please
report back here!
EDIT: A monitor with 120 or 144 Hz refresh rate you maybe could use r_vsync = 3 instead and get a
stable 40 resp. 48 FPS!
EDIT2: I hope you're using the Steam Launch Options specified in the first post too!

Good, then do the test and report back. I have same settings as you with a GTX1660Ti card and it's smooth
I can tell you!
EDIT: I even use DSR to get a rendering resolution of 2560x1440@60Hz which the driver then scales down to
my native 1920x1080@60Hz resolution, thereby giving an extra small amount of AA!

Well, there are some people here using G-Sync or G-Sync compatible monitors,
but it can be tricky to use them in this scheme. Some has even opted for the
r_vsync scheme instead after disabling the monitor G-Sync!
EDIT: When you get that monitor, test and see which scheme suits you best!

I set V-sync according to your reccomendations, i have stable 30 FPS, gameplay is smooth, but feels a little bit different from 60 fps. Now I'm trying to set DSR. Do you change Smoothness settings of DSR in NCP or leave it on 33%. I use -1.0000 LOD Bias in NPI for 4xMSAA+4xSGSSAA and 0.60/0.17 sharpenning in NCP. Image is a bit soapy. Should I increase this values after setting DSR to 1440p, what sharpenning setting do you use in this circumstances?

Okay, main thing was to get you a stable, constant FPS this time. But, to maybe remedy what you call
"Image is a bit soapy" I think you should set LOD Bias to -1.5000, it will clear that graphics a bit better
in the distance. In DSR I left Smoothness at default. Just remember that you have to set your desktop
to that DSR resolution as well as in-game resolution! AA won't work otherwise!

okay, now I will test that config for a more long term.
EDIT: The result is here. Gpu and cpu usage are ridiculous.
