The following statement confused me a little during testing. I actually lowered my Desktop resolution to my in-game resolution to see what it does.(it does nothing :nono: )

That statement was at the bottom of the test setup to show what happens.
You lowered your desktop to match game resolution, you won't see a difference then, the image isn't at its best because they're not native but lower.
But native monitor resolution is always the best. Having lower just blurs the image on desktop or game.
Having a 4k monitor with 1080 on desktop and game isn't the best it can be, 4k for both.
But 1080 on desktop and 4k in game will just give 1080 in game.
So for best results native for both, if your gpu can handle it!
But don't set desktop lower than game with normal resolutions and DSR resolutions.

I've seen on scs forum when someone complains that DSR resolutions don't work and they get an answer from the scs cheerleaders saying DSR is a hack to make unsupported resolutions work and therefore not a problem for the game/scs... it's an nvidia problem... my test shows that it's an scs game bug, it uses the current desktop resolution as the max the game can use instead of the monitors resolutions that the game identifies and logs.

Are the settings on page 1 still current and compatible with latest version of npi and latest gtx 1080 drivers? Hope I'm asking in the right place. Sorry if I am new to site thanks

No, so far I have never heard that this scheme should be different for any specific Nvidia card.
But I reserve myself for the new RTX3000 series of cards, where RTX3080 was released yesterday.
Have you experienced any problems so far?

My new 3090 works very well with these settings
The only problem Ive seen so far is that the card hasnt arrived.
Possibly a side effect of me not ordering it yet.
