Copy dlc_balt.scs into a folder, put scs extractor there, drag dlc_baltic.scs over scs extractor, a command window will open, wait...when it's closed it's ready.
Disable DLC from the game and make a mod from extracted DLC not including the map folder. Taa-daa! (don't distribute this new mod, only for personal testing!!)

But if you have game_saves you normally loads depends they on dlc_baltic.scs and disabled this scs you cannot load a saved game.

I tried some minutes ago and i clearly failed. I'm an idiot.

my new baltic.zip can I only load as mod in a new profile, which is without dlc_baltic.scs loaded.

What did you try? The Baltic DLC stuff or the Map Editor?

You talk about baltic.zip, what Arayas said was that you should unpack dlc_balt.scs,
then remove the map folder there, pack it again as dlc_balt.scs, inactivate that DLC
in Steam and copy the new dlc_balt.scs to the root ETS2 folder where it normally
exists.
