Promods is your issue then... i'm just default game.
My system is much older than your, Q6600@3.3 & GTX760 2gb.

EDIT: try with one level lower resolution in game res and up the sharpness or -ve LOD to reduce the blur it'll cause.

In DX9 days i ran 3072x768 and 4xMS & 4xSG vsync2 up until Baltics dlc came out.
That dlc is too tree heavy for me at 4x.
So, i settled on native 3840x1024 and 2xMS & 2xSG along with vsync2 so i had no more issues.

As Arayas alluded to a few pages ago, use lower resolution option.

Try this out and see if you think its worth a note?

Possible performance improvement:
Use a resolution one level lower in the game resolution options.
Then remove the blur it''ll create by:
Increasing NPI Texture filtering - LOD Bias (DX) to '-1.5000' or more.
And/or NPI Sharpening Value to '0.80' or more?

Q - My FPS have tanked making the game unplayable.
A - Use a resolution one level lower in the game resolution options.
Then remove the blur it''ll create by:
