At least my testing with your loadorder and both road connections was succesful :) :)

Now all is ok: Loading time 40 - 45 sec. ;)

Unfortunately, there was no solution for me. A combination of 22 maps and this loading order did not change the situation. Subsequent downloads are still taking too long. Probably makes trouble when you're with one of the other maps. No problem without the promo.
Actually, I made a combination I didn't like. When a couple of friends insisted, I prepared it.
We have a promise.
"If you reluctantly make love, the child will be blind or lame." That was exactly what it was.

Yes, it works fine on a smaller map.

I also ran a test but there was no problem. The second load takes less than a minute.
