I went with this load order exactly and it seems that there are a bunch of broken roads at Ukmerge.
I've played with different load orders and end up with the same result.

Actually once I removed RusMap the roads were normal in Ukmerge.

I didn't drive the road. I saw someone else post it on ProMods site, so I teleported to Ukmerge and flew over the area, and sure enough. Broken roads.

Thank you for letting us know. As you saw it yourself that section can be avoided and drive around.
Until someone will connect that section, we must use it as it is.
