I think...these settings suits in my configuration...there is no stuttering/ rubber band effect, game running very smooth at high speed also.

@ Bengen...

I am working on the FPS drop issue...
I am observing that whenever FPS drops at that time I am opening console by pressing ~ key.. I am seeing below error

<WARNING> [instancing] Dropped 4664 instances of '/model2/vegetation/grass/fr_grass_green1.pmd' exceeding the per-item rendering limit (65536). Reduce instanced model density or increase instanced model (grass/tree) variability by using profile with more model types.
&
<ERROR> Maximum water level count (3) exceeded!

Is this cause of FPS drops?

And so you double posted again! SIGH! Both those errors are very common, the second is due to the mapper of the region
has created too many water regions with different levels. The first you might get rid of by lowering the grass density value,
but that's not very fun. If they come in several hundreds in a row, they might give FPS drops, otherwise NO.

I have edited now...is is okie?
For error, now I put the value 1 instead of 2 for Grass density in config and checking...

Well, I'm glad you're feeling better.
I can get my fps down to 40 sometimes, do you get it down below that? If not, don't worry about it. Even with a grass density of 1, the fps drops almost as much. I've changed it back to 2.

Just for future reference, I don't know if you are fixed at 60fps or 48fps, but even at 3080 with this setting on the NPI, does the fps drop to around 45fps?

I am also getting my fps down to 40 sometimes...with your setting...
You are right, there is no change in fps drops due to grass density 1 or 2.

Today I have test with 60 fps today and getting upto 40 fps in city...and observing that when FPS down around 40 fps game is not smooth..I think its a rubber band effect or lagging..do you get the same effect when fps is lower?

Grandpa, can you please confirm why this happens?

and I will try 48 fps tomorrow

Sorry mate, but I've already told you, I DO NOT use G-Sync, so you will have to take
it with clear F1 and any other person chiming in.
