1. My screen resolution is 1920x1080 on my monitor and game
2. My frame rate is 60.056. That's the maximum I can use.
3. My frame rate limiter in NPI is off
4. I am not sure if it is g-sync or g-Sync compatible. Can you tell me how to do it?

2. You have a 60Hz monitor.
3. In NPI there's at least 4 alternative Frame Rate Limiters and what about NCP and in game?

You got half of that correct. My refresh rate is default but my vertical sync is enabled.

Okay, then that's a Frame Rate Limiter, a weak one! Either set Vertical sync to Disabled in game
or just set r_vsync in config.cfg to "0". When in config.cfg also set t_averaging_window_length
to "60". In NPI set the following in section 2 - Sync and Refresh.
Drive around a bit and check if FPS=30 steady and constant at 98% of the time.

Thank you for these settings. I set the v-sync off and I got a massive fps boost, especially in game menu! I tried driving around a bit. I don't really have constant FPS :(
It varies anywhere from 60-70.

Setting V-Sync to Off was NOT the main thing, though needed. You MUST do the settings in NPI too
AND hit the Apply changes button, then restart the game. Otherwise it won't work at all. FPS in
Menu is TOTALLY unimportant!!!!
EDIT: We're NOT after FPS boost, we're after a stable and constant FPS and that is way lower
than the monitor refresh rate.

Yes, that's what I've done. I restarted the game after clicking apply changes in NPI. I'll try restarting my system.

Restarting system isn't needed! You must have done something wrong here.
Post config.cfg and a screenshot of the section 2 in NPI!
