For some reason the only way I can get AA to work is if I apply the settings in Step 1 to the GLOBAL_DRIVER_PROFILE in NPI. If I apply it to the ATS profile it does not work. If I have it applied to both the ATS profile and the Global profile, it does not work. I am using Nvidia driver 461.09 with triple screens and the 33.75 Multimon file. Am I supposed to be using Nvidia driver 460.79 instead?

Welcome! You should NOT do ANYTHING in ANY PROFILE config.cfg, ONLY in the global one!
Do exactly as specified in Step 1 - 3 and it will work.

As far as the config.cfg file talked about is step 3, I do not have any file named 'global config.cfg' on my PC so I assumed it must be the config.cfg file located in documents/ATS folder.

It's called global config.cfg to distinguish it from the profile config.cfg, which isn't to be touched in this scheme.
You should OBVIOUSLY choose the American Truck Simulator profile in NPI, otherwise it WON'T work.

I deleted the config.cfg file and let ATS recreate it and then input the info back into NPI for the ATS nvidia profile and them made the required changes to the config.cfg file and now I have AA. So the problem was some issue with my config.cfg file even though it had all the required step 3 changes.

Could anyone tell me why in some areas the fps automatically drop from 60fps to 30fps? I recorded a video showing the problem, the strange thing is that it is as if it was locked at 30fps in the settings
Notice that after I show the map it goes back to 48 fps and then it gets stuck at 30fps again
