You use the minicon, not the console. Just see to that you have the following set
in your config.cfg file, which I think you might already have:

uset g_console "1"
uset g_developer "2"
You might not need the second. When in game, open console the usual way and
issue the command g_minicon 1 and you will have a mini version of the console
at top of screen. There you are, my friend!

It will take some time to reach VP9.

Okay, I just checked, still avc codec, so I will wait!

EDIT: I see that you still use some way of limiting frame rate,
but I want you to record one where you have NO frame limiting
and V-Sync disabled, so that the FPS is free to vary. Please, do
such a video too!

Well, from that video I think you too saw that when the FPS drops came, you also had A LOT
of those aux[2] texture coloring errors. The come in masses at those times and can then be
the cause of those FPS drops. So, to check this out a bit, do this, record at the same settings
again, but this time add to your Steam Launch Options the argument -nofilelog as that will
stop the game to output all those text messages to the game log, thereby not take so much
time from the game tasks! See if that helps!
