Yes I'm using a graphics and weather mod called Spring v3.1 by Grimes. That
is in the present profile and what you see in my recent videos. In other profiles
I also use NEXT-GEN graphics mod too, but without using Reshade.

Now I've seen the video. Really nice one. Those short kind of freezes you
get, I think is because the game is loading in new objects ahead of you.
I learned when I started mapping, that too big terrain areas is not good,
then you will get those! For me that happened because I had, in the beginning,
too large areas of sea, so when i redesigned those areas in smaller ones, those
freezes went away! But as a user, you can't do anything about that, it's the
mappers task to split the areas in pieces!
I'm not sure about this, but I think I've seen that people use RGM together
with NEXT-GEN, But I have never used those together.
Grimes has done a lot of seasonal mods, which I use almost all the time.

I talked bout sharpening the graphics some time ago! Here is 2 small videos
showing how one can get more info from the rendered screen image by what's
called smart sharpening.The system I use for that purpose has the ability to
set a value between 0 and 5 for sharpening power. In the middle of the 2 videos
I switch from 0 to 5, which is an extreme value, just to show the sharpening
effect. I have settled for myself at a value of 1.8. So, here's the 2 videos, one in
a quarry and one in a city.

For photo, it will be a sharp image.If it's a movie, there are likely to be flickering.
I think that my way of communicating about sharpness was bad.
I was curious that the letters and pictures on the loading platform were blurred when passing with the AI trailer.
It is resolved by yesterday's anisotropic filtering setting.
I tried and tried that sharpness that can be seen in Youtube theater mode can not be seen with full screen, but it is very difficult.
In the game recording, I tried uploading the recorded file of 35 Mbps to 60 Mbps at HEVC, but the result has not changed at all.
I found out that the compression ratio of Yotube is not constant and the compressed size is constant (see the results).
Currently, the image quality at the time of the game is very satisfied thanks to you.
I apologize again because I have no English language skills. Still give me much, I thank you from the bottom of my heart.

The sharpening I'm talking about is just a so called post-processing application, making
both the screen image and the recorded video looking more sharp. The 2 videos I showed
you, the created sharpness was exaggerated, too much, just to show the effect. Take a look
at my produced videos and you'll see better what I'm talking about in reality.
BUT, if you feel that the screen and video quality you've got now is optimal for you, you
shouldn't do anything more. You are the ultimate judge, deciding when you're satisfied.

Regarding the recording bit rate! I think YouTube recommends around 12 Mbps,
so that's the bit rate I use when recording. YouTube processes the video after
you have uploaded it, so why not use their recommendations to let your CPU
and GPU have an easier task when recording? Once again, take a look at my
recorded videos, pretty good quality there, I should say! :D
