Can you get a scereenshot of the ETS2 launch options for me and post here?
You will find those options by going to Steam Library, right click on Euro Truck Simulator 2,
choose Properties and then click on SET LAUNCH OPTIONS button.

If that text field is empty, put the following row of options in that
text field. I think some of those options will help against stuttering.

-64bit -nointro -unlimitedlog -mm_pool_size 1500 -mm_max_resource_size 100 -mm_max_tmp_buffers_size 1000

Just do a 'copy and paste' of the above line. Then please, do a test
drive and see if it works OK! Report back! Also please, post your
game.log.txt file after the test.
