[Help] Is there a tool/script which can help to adjust mod sequence easily

Well, sometimes I just feel a bit tired/bored to adjust the mod loading sequence by clicking mouse by hundreds/thousands times.
Especially after a new game version's releasing.
Though my mouse can make it through, I think I will go mad before it fried.
Or who can help me indicating how the "mod sequence" configuration file works in background ?

Thanks, but it's for "cities: skylines"?
How am I suppose to use this to ets2 or ats?
BTW, how can I download this without purchasing?
