Redo steps 1 to 3 After confirming the fps (100 fps or more) that can be obtained by setting user_vsync "0", it is memorized that when user_vsync "2" is set, it becomes 30 fps.

Yes, JHTrucker did advice you to do that, but then we really do not know what is causing you that problem.
It would be nice to know that, because I am sure other people will also get that problem.

Hello Bengan en JH Trucker,

The last 2 days I have tested something with "user_vsync"
I don't know if this helps and I have no way to make a video. I did try to follow the discussion

I have a low-end Nvidia Card I have a 60HZ monitor. I have all the NPI setting at minimum, but I have AA

With;
- vsync = 1 I have 40-50 fps ... but very quickly I am already at 25fps and in a few minutes, I go to 15fps and sometimes 12fps .... whatever I do, wherever I am. (I only have 60 fps while loading)
- vsync = 2 I have 30fps ... but very quickly I am already at 25fps and in a few minutes, I go to 15fps and sometimes 12fps .... whatever I do, wherever I am
- vsync = 3 I have 20 fps ... and it will stay that way. Sometimes I drop to 18-19 fps, but come back to 20fps
So I am now using vsync = 3. 20 fps is not ideal, but better than 12 fps.

I hope you find this information useful?

One more comment;
If is use vsync = 2 or 3 then I use in NPI
-Vertical Sync = Use the 3D application setting
-Vertical Sync Tear Control = Adaptive
This is correct I assume?

Thanks buddy for the report! May I ask a couple of questions?
1. Which graphics card do you have?
2. Have you configured the lowest level of AA from here, the 2xMSAA + 2xSGSSAA?
As you say 20 FPS is better than 12 FPS, but is as you also say TOO DAMN LOW! By
using uset r_vsync "2" in config.cfg I get a pretty damn steady 30 FPS with a raised
DSR resolution of 2560x1440@60Hz giving me 4xMSAA + 4xSGSSAA plus what the DSR
gives regarding AA, this on my 1920x1080@60Hz monitor. But, obviously I have a more
competent graphics card, GTX1660Ti ASUS ROG STRIX OC.

I have a video here, just recorded, under the same conditions, but you have a
more competent graphics card than I have. For me it is soooooo smooth at a
steady 30 FPS! BUT, I must admit that when trying the new 1.37 OB in Kiev (Kyiv)
I get 22 - 30 FPS in the city, but I have always had a problem there, and not only
me either! Same here, wait until YT has processed fully!

Hello Bengan,

I have a GTX 670MX card. :oops: :oops: :oops: I know this really doesn't mean much anymore and I am busy saving for a new one.
I am indeed using NPI Setting: 2xMSAA + 2xSGSSAA
Using DSR with a higher resolution is not a solution for me. The FPS then decreases even further. I am trying a lower resolution (1660x1024) but it really gets less sharp.
