you dont have the full log, maybe you dont use fast commands starting the game

In case you still haven't fixed it: you need to have the Middle East Addon for ProMods + HybridPlus for 1.46
I had the same issue and getting those worked for me
When I searched for answers, some said that getting the ME Addon alone will work, but in my case it didn't and I needed the Hybrid mod as well, so it's best to just get both

(I don't know if that works with ProMods 2.64 though, as I downgraded it to 2.63 before installing ME and Hybrid)
