Localized city names

I really want to know how that feature called "localized city names" works and how to add it to the game for the new cities.

I didnt answer because i know is better to stay quiet if you dont know what to say. :D
I dont have a clue how this works and reading that article doesnt help either. I didnt understand the procedure.
