1.licence plates general are in country folder and various forms are generated in city definition
2. if your road is not linked to any country, you have no plates. to verify, press N then clisk on a road/prefab node, if at the bottom you have blank space instead of country names...thats your problem with plates.

Ok,then i have encountered a problem of that the blue arrow is missing as shown in the below figure.Also,when i press the node properties and change Yaw,the road is still not changed but the sphere is a bit obliqued
To supplement,I discover that the bar shown 'moving in camera axis/space' like this when i try to move an item,because of this the above issue is happened,so is there any way to switch that camera mode to local axis/space mode?

You probably have switched your gizmo to View mode. Press Tab several times (the best gizmo is local IMO).

You have to use the new Sound Editor accesible by a shortcut with -sound launch option.

add -sound to your shortcut
-edit europe (or whatever) -sound
