That looks to me damn good, but the /material/editor/israelx.mat
points in turn to a .tobj file, israelx.tobj. Is that .tobj file pointing
correctly to the background DDS image? Does that .tobj exists, created
by you? What's the name of the background DDS file?

I know it's driving me crazy :|
Tobj exists, and it uses the same name as the dds same as the mat file

Here's the scs file if you have the time to check it:

So, the .tobj file is named israelx.tobj and at the end of it it points to
a DDS image that is named israelx.dds. Also all these files, israelx.mat,
israel.tobj and israelx.dds is located in the same folder /material/editor?
If that reasoning is correct, can you attach that israelx.tobj and the
israelx.dds in a ZIP-file here in next post? The .tobj files is a bit sensitive
to how one edit them, if that's what you've done, so I want to have a look
at them both!

Mate, when looking in your mod there I promptly saw that in the /def
folder there were a file named editor_data.mat! It SHOULD be named
editor_data.sii. Rename and test again!

Don't do, it's so much to keep track of. Did it work now?

Yes Thank you,
it's a bit bright and it lost some quality.
I'll edit it, make it darker and maybe bigger, thanks again

No problem at all mate! Good luck now with your project! Why a standalone BTW?
Why not make it an addon map? It would be nice to have it together with Arayas
Turkey map together with a road connection mod. The drawback is then though,
that you have to register that background image fairly well coordinate wise.
