unfortunatly updating rusmap didn't fix the issue (I didn't think it would). All the areas that had missing city names still have missing city names.

it once again appears that the right version was listed in my load order text file, but the wrong file was being loaded. I will see if this fixes the issue.

indeed, after replacing the swedish islands map file and removing the ULFIX, I now have all city names appearing. I must have originally set this load order up when I was very tired or else I would've caught the wrong version of swedish islands being there. And I had rusmap 2.4.1 downloaded since it came out, but I think I was in the middle of a haul or something and didn't want it to be canceled but then forgot to up date it when I was done so it was still 2.4.0 in my load order the whole time.

Based on what people have said in my combo topic, I think it would be best to remove Polska Poludniowa from your combo.
