also i think im going to head into map editor with rusmap piter and kirov and the fix loaded and see if i can fix the issue with navigation

Hi. I have made exactly as it says in the loadorder and tripple checked But I got instnt crash when loading is finished :(

Then you must have done something wrong as many people use this combo WITHOUT any problem.
