You did a bad thing. Roextended has Belarus defined in "country.arayas.sii" and it must be disabled in Promods and RusMap. THIS is why that file is important. You gonna have problems once you will aproach Belarus. BIG problems.

just drived and no any problem.. even w/rusmap connector...
btw.. Belarus is defined country.rus in Rusmap and in Promods..
roex+rusmap connector already eliminates belarus in country.arayas.. and it has highest priority as Roex..
if you disable it int roex-promods connector.. so in result.. there is fully eliminated Belarus from both.. country.rus and country.arayas...

The files are eliminated by name, not by definitions.
If there is a Belarus in country.arayas.sii, it has to be eliminated from "country.rus.sii" found in both Promods and RusMAp.
Nothing eliminates Belarus from my file because there is no other country.arayas.sii to overwrite it.
You cannot eliminate a country by doing this #@include "country/belarus.sii"
in any file.
You must duplicate the file that contain the definition, exact name, then do this #@include "country/belarus.sii"
And sience my file is not duplicated and it contain belarus definition, the definition is fine.
Creating a country conflict, the way you just did, has many errors that follows. I'm not buying it, "everything is fine". It has no way to be fine.

in files you define country.. if in both files are disabled #@belarus.sii.... result is = NO BELARUS as country..
for example...
game map load order
ROEX-PROMODS CONN = disables Belarus in country.rus
ROEX-RUSMAP CONN = disables Belarus in country.arayas
ROEX = defines Belarus in country.arayas
RUSMAP = defines Belarus in country.rus
PROMODS = defines Belarus in country.rus
total result.. disabled Belarus at all defs..
for example...

in combination of two maps all is ok.. but in all three... result is bad and wrong...

Short explanation: you can disable Belarus from my map just placing a copy of country.arayas.sii in RC with
#@include "country/belarus.sii"
Otherwise, you can write in any other file
#@include "country/belarus.sii"
#@include "country/belarus.sii"
#@include "country/belarus.sii"
#@include "country/belarus.sii"
#@include "country/belarus.sii"
#@include "country/belarus.sii"
#@include "country/belarus.sii"
2000 times, the one from country.arayas.sii remains active.

i know, what can i do to fix... and i fixed it for my self...
read my post carefully.. you disabled belarus def in your country.arayas w/ rusmap connector... so def from rusmap enables and works for Belarus... w promods connector you disabled even that def... then q is about proper load order w/original defs.. :D

Nope, i am stupid because i did what you just said. I was sure the belarus from RusMap is disabled by country.rus.sii, and not by country.arayas.sii.
But....this is why is good i am taking a break. Good eye, thank you, i got to fix this for others too.

So.. i was right :) Ok.. otherwise i started to doubt about my self :D
i saw that error on game.log.. then checked all defs.. then found it :D
as i understand.. basically you need rename .sii in rusmap connector to country.rus, thats all :D
