So, OpenGL. :) I've found a solution to the missing textures and applied it to various mods, verifying that it worked for RoEx as well. The issue apparently lies in the compression of the DDS files: if they use DXT1, they don't work, DXT5 they do. DirectX is more forgiving and will use other formats.
I took the RoEx files, unpacked them, applied a script (which uses ImageMagick's "convert" utility to change the compression), then re-packed them and voila! All the in-game textures now work again.

Anyway, I've got local files now that work for me, but hoping for a future release where I don't have to do that.

Yes, first, this is a bug topic. Second, i'm not gonna mess with over 4000 textures for OpenGL who is not even an option for playing this game or any game for that matter. There are sensitive settings in some of them including mipmaps or the lack of them, making a texture functional or not. If you want to do this for your personal use...fine.

Well, of course you're free to view it as you like, but I would consider missing textures (all over the world, not just in the areas affected by this mod) to be a bug. Second, it is quite viable to play with OpenGL as a graphics library for this game and other games (though I understand your opinion is different). On my computer, using OpenGL is more stable playing this game than using Proton. And yes, there are 4k or so, but it literally took about 2 minutes to change compression on all of them using a script. It was not exactly a huge time sink. More time was spent unpacking them.
However, your mod, your choice. But it seems like changing compression types for your files isn't really asking a lot if it makes the mod work for more people (even if only a few) without extra work on their part. But 100% your choice. I'll just unpack/process/repack them every release, good enough.

The map is not designed also to walk your dog or to go to the store to buy you sugar, as its not designed for OpenGL. Its that a bug also? I was pretty decent to accept your off-topic post because i like your constructive and decent argument.
In 2019 around release of 1.35 version of the game, textures tooked a big swing from SCS coding updates because they have replaced generic compressed textures with dedicated textures who needs to have a certain compression, size ratio (golden ratio was introduced) or with/without mipmaps, different from a type of material to another.
We even did a TEXFIX mod fixing those in several maps, not just ours.
So...to mess today the work we did in 2019 for several weeks, readjusting over 4000 textures by group or even by piece in some cases for....OpenGL....sorry, no. Maybe your textures converted as bulk are fine in OpenGL (demands for that are pretty plain) but did you tested those converted textures in DirectX?
So, yes, if its ok for you as personal solution, fine. It's a bug? No, it never was because we didnt maked the map for OpenGL and we are not interested in this subject.
In 4,5 years of this map existence there were maybe 3 people asking for this kind of conversion (you included) and it's pretty clear we are not gonna waste time for this subject. We have enough problems updating stuff changed by SCS from version to version to keep things functional.
