once you click DOWNLOAD is already in your download folder...no message, no warning ...nothing

I had the same problem when I clicked on that button, so I right-clicked and choose Download link instead, worked fine!
Probably a ad-blocker problem though!

And yes, I have ad bblocker activated.

I was also able to download it by right clicking and opening a new tab. (I'm downloading in chrome)

Use the PPM area page (as usual) not the one from REGULAR download area.

Can I still use Turkey 1.3 RTP with Roex 2.9? or should I change to Lite version?

Roex web site is redirected to DOWNLOAD AREA on forum. That area is for site service, not for PPM's.
It's easy for me to manage those here than on a main server.
