I investigated that area first time when the DLC was out.
SCS used alot of space for mapping, way more than usual. For example, the road connecting Iasi to Galati it has the scenery spreaded all the way to Chisinau, to have a clear picture of the wasted space for not so impressive scenery.
So...my answer to this question is:
Arad, not likely, but maybe, one day.
Oradea: i dont think so.
