No. Most likely cities from Romania will dissapear, some of them are old and hard to fix. Some of them will be rehashed and kept, because the DLC will be more likely very poor in Romania's coverage.
What is west and south of Romania will be deleted. Only some cities from the entire map will be reused in general, very few of them.

And sience it make no sense to go with 2 sectors just for a road connection, the russian city Belgorod was added to the main map.

You're absolutely out of your mind mate. Looking damn good, but hmmmmmmm,
I saw only two new border crossings when I was testing. And you couldn't keep
your fingers out of the jam jar either, making Sergeys job too, but on the other
hand, he will connect further east later. DAMN, even if I already has been lurking
around on this version, I'm so looking forward to drive normally on it! :D
