All unoffical updates seem to be a big pile of steaming shit (They just change the manifest file and run the map data files through the map editor) but as far my knowledge of russian goes, SRMap will be updated but the Author is occupied with private life for now.

It's not a bug. At least nothing game-breaking. If you want to use original loading screens, there are mods for it everywhere.
