I deleted the config.cfg file and let ATS recreate it and then input the info back into NPI for the ATS nvidia profile and them made the required changes to the config.cfg file and now I have AA. So the problem was some issue with my config.cfg file even though it had all the required step 3 changes.

For some reason the only way I can get AA to work is if I apply the settings in Step 1 to the GLOBAL_DRIVER_PROFILE in NPI. If I apply it to the ATS profile it does not work.
