You use ROEX 2.4 from september 2020, with Turkey from Feb 2021. It's NOT gonna work.

So, you post a picture and i sudenly have to know what is the problem? And about mod order, i have seen alot of people telling this and having a bad load order. Attach your game log, that's the only way. roads are disappearing, only in some cities (Turkey, Ukraine) error codes like this: 03:35:16.9...
